Enact legislation that would;
Not allow The President to invoke any executive orders or pardons from
October 1st until January 21st
The US House and Senate must recess from October 1st until January 21st
and the newly elected officials are in office.
Often, Presidents and Congress, will do things after the election cycle
that they are afraid to do prior to the election.
This will prevent them from doing that.
Or if they want to do it then the voters can respond at the ballot box.
